Although designed for the indigent ... expand it and let others buy into it. Easy enough to figure the rate(s) ... take the capitation for current members and charge it. Subsidize pursuant to income."

Maybe this is what they have on their minds and it sounds somewhat reasonable so long as they pay their own way. Not a fan of subsidizing but that's probably something that will come along with it as well.
